A fixing rotary body having a base layer, an elastic layer, and a surface layer in this order, wherein the surface layer contains a tetrafluoroethylene-perfluoroalkyl vinyl ether copolymer and a perfluoropolyether, and the tetrafluoro The ethylene-perfluoroalkyl vinyl ether copolymer forms pores, and the surface layer has pores open to the first surface constituting the outer surface of the fixing rotary body, and the voids are formed. At least a part of the pores contains the perfluoropolyether, and the content of the perfluoropolyether in the surface layer is 20% by mass to 60% by mass, in a direction orthogonal to the circumferential direction of the surface layer.
