abstract PROBLEM TO BE SOLVED: To exert a bactericidal effect while ensuring a cleaning effect of proteins and fats and oils and safety to humans. SOLUTION: The cleaning agent 200 is purified water and electrolyzed water containing sodium hydroxide, and has a pH of 12.5 or more added by 6.5% by weight based on the total amount of the present cleaning agent in the form of a solution. It contains strongly alkaline electrolyzed water having a pH of 14.1 or less and titanium oxide as a photocatalyst, and by adding only 6.5% by weight of the strongly alkaline electrolytic water, the hydrogen ion concentration index of the entire cleaning agent is pH 10. It is prepared to have a pH of 3 or more and a pH of 12.9 or less. The disinfectant 300 is purified water and electrolyzed water containing hypochlorous acid, and is pH 2.0 or higher and pH 2.7 added in an amount of 6.5% by weight based on the total amount of the present disinfectant in the form of a solution. It contains the following hypochlorous acid water and titanium oxide as a photocatalyst, and by adding hypochlorous acid water at a weight concentration of 6.5%, the hydrogen ion concentration index of the disinfectant as a whole is pH 3.2 or higher.
