abstract PROBLEM TO BE SOLVED: To provide a method for producing a catalyst having excellent catalytic ability for both oxygen reduction and oxygen generation. A method for producing a catalyst includes a first heat treatment step and a second heat treatment step. In the first heat treatment step, the first nitrogen-containing transition metal complex and the carbon material are heated in the first inert gas atmosphere (S1). In the second heat treatment step, the carbon material obtained in the first heat treatment step and the second nitrogen-containing transition metal complex are heated in the second inert gas atmosphere (S2).
