abstract PROBLEM TO BE SOLVED: To prevent an unintended opening and closing of a charge valve in an emergency on-off valve of a charge valve controlled by an air cylinder operated by air control of a solenoid valve, and to easily open and close the charge valve manually in an emergency. An emergency on-off valve includes a four-way valve, a first three-way valve, a second three-way valve, and a safety bar. The safety bar can take a regulated position that regulates the operation of the lever by the user and a release position that allows the user to operate the lever according to the user operation. When the safety bar takes the regulated position, the first three-way valve connects the first airport and the solenoid valve, and the second three-way valve connects the second airport and the solenoid valve. When the safety bar takes the release position, the first three-way valve connects the first airport and the first port, and the second three-way valve connects the second airport and the second port.
