SOLUTION: The flame retardant contains an olefin resin, a flame retardant, and a metal hydroxide, and the flame retardant is at least one selected from the group consisting of a titanium complex and a calcium complex, and the content of the flame retardant is. It is 3 parts by mass or more and 40 parts by mass or less with respect to 100 parts by mass of the olefin resin, and the content of the metal hydroxide is 100 parts by mass or more and 250 parts by mass with respect to 100 parts by mass of the olefin resin.
