abstract | PROBLEM TO BE SOLVED: To provide a blocked isocyanate composition excellent in storage stability when it is made into a water-based coating composition, and curability, solvent resistance and water resistance at a low temperature of about 100 ° C. when it is made into a resin film. A blocked isocyanate composition comprises one or more isocyanate compounds (X) selected from the group consisting of aliphatic diisocyanates, alicyclic diisocyanates, aliphatic triisocyanates and polyisocyanates derived from these isocyanate compounds. At least a part of the isocyanate group contains a blocked isocyanate blocked by the monocarbodiimide compound (Y) represented by the general formula (I).
