SOLUTION: The curable composition of the present invention contains a polyol compound, a foaming agent, a foaming aid, a catalyst, a flame retardant agent, and a polyisocyanate compound, and the polyol compound is an unsaturated aliphatic polyester polyol, and the flame retardant is phosphine. It is characterized in that the mixed amount of the flame retardant compound containing the acid salt compound is 30 parts by weight or more and 1000 parts by weight or less with respect to 100 parts by weight of the polyol compound.
