An optical element having a first region and a second region surrounding the first region is provided. The optical element has a substrate. The optical element is arranged on a substrate and includes a first metastructure having a plurality of first peripheral pillars in a second region. The optical element also includes a second metastructure that is disposed on the substrate and has a plurality of second peripheral pillars corresponding to the plurality of first peripheral pillars. Each of the plurality of second peripheral pillars provides a first shift distance with respect to one of the corresponding first peripheral pillars in the radial direction from the center of the optical element to the edge of the optical element.
