PROBLEM TO BE SOLVED: To provide a method for producing a hydrophobic airgel heat insulating material which does not require a washing step, has suitable strength and a smooth surface, does not blow powder, and can form a heat insulating plate having a low shrinkage rate. A mixing step (1), a hydrolysis step (2), a condensation step (3), an aging step (4), and a drying step (5) are included. An airgel heat insulating material is prepared by mixing a siloxane compound, an inorganic gel, and a halogen-free ion surfactant and performing a sol-gel process. By this method, an airgel heat insulating plate can be formed, and an airgel cold-resistant heat insulating blanket can be produced by combining with a fiber or a foaming material.
