abstract | PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion containing zinc oxide and having high stability. An oil-in-water emulsion contains a zinc oxide-containing composite particle having a matrix and zinc oxide, and a plurality of nonionic surfactants having different HLB values. The matrix contains silicon oxides and hydrocarbon groups. Zinc oxide is dispersed inside the matrix. The average HLB value of the plurality of nonionic surfactants is 8.0 to 13.0. The average HLB value is a value determined by the following formula (1). In the formula (1), H x indicates the HLB value of each nonionic surfactant, and W x indicates the ratio of the mass of each nonionic surfactant to the total mass of the plurality of nonionic surfactants. ..
