PROBLEM TO BE SOLVED: To provide an exterior material for an all-solid-state battery capable of effectively suppressing a short circuit of the all-solid-state battery. SOLUTION: At least a laminate having a base material layer, a barrier layer, and a heat-sealing resin layer in this order, and an insulating layer provided on the side of the heat-sealing resin layer opposite to the base material layer side. An exterior material 10 for an all-solid-state battery composed of 11 and 11, which is a solid laminated between a positive electrode active material layer 31, a negative electrode active material layer 21, a positive electrode active material layer, and a negative electrode active material layer. When a battery element including at least a cell 50 including an electrolyte layer 40 is housed in a package formed of the exterior material for an all-solid-state battery, the insulating layer is a plan view of the all-solid-state battery.
