PROBLEM TO BE SOLVED: To provide a double-stranded RNA (dsRNA) agent which inhibits the expression of a target gene. A double-stranded RNA agent containing a sense strand and an antisense strand, each strand having 14 to 40 nucleotides, and the dsRNA agent being represented by the formula (I). (In the formula, B1 to B3 and B1'to B4' are nucleotides containing a modification independently selected from 2'-O-alkyl and the like, and C1 is a heat located on the opposite side of the seed region of the antisense strand.
