abstract PROBLEM TO BE SOLVED: To provide a rubber composition for adhering a steel cord and a conveyor belt having excellent water resistance. A rubber component containing at least a diene-based rubber, an organic acid cobalt salt, sulfur, and water are contained, and the content of the water is 1.0 to 5 with respect to 100 parts by mass of the rubber component. A rubber composition for adhering steel cords and a steel cord, which are 0.0 parts by mass and the content of the vulcanization accelerator with respect to 100 parts by mass of the rubber component is 0.0 parts by mass or more and less than 1.2 parts by mass.
