abstract | PROBLEM TO BE SOLVED: To provide a method for forming a cationic electrodeposition coating film having good smoothness and excellent slip resistance without any defects by the prior art. SOLUTION: The cationic electrodeposition coating composition used contains (a) an amine-modified epoxy resin, (b) a blocked isocyanate compound, (c) a pigment, and (d) a surface conditioner, and (d). The solubility parameter (SP value) of the surface conditioner is 9.0 or more, and (d) the content of the surface conditioner with respect to the total mass of the cationic electrodeposition coating composition is 0.1% by mass to 0.3% by mass. According to the method for forming a cationic electrodeposition coating film, which is in the range of% and has a static friction coefficient of 0.1 or more on the surface of the baking hardened coating film obtained from the cationic electrodeposition coating composition.
