abstract PROBLEM TO BE SOLVED: To provide a magnetic recording medium containing ε-iron oxide powder in a magnetic layer and excellent in both electromagnetic conversion characteristics at the initial stage of traveling and electromagnetic conversion characteristics after repeated traveling in a high temperature and high humidity environment. SOLUTION: The magnetic recording medium has a non-magnetic support and a magnetic layer containing a ferromagnetic powder, and the ferromagnetic powder is an ε-iron oxide powder having an average particle size of 5.0 nm or more and 16.0 nm or less. The magnetic coercive force Hc in the vertical direction is 1884 Oe or more and 3141 Oe or less, the ten-point average roughness Rz of the surface of the magnetic layer is 35.0 nm or more and 45.0 nm or less, and the Rz and the maximum surface of the magnetic layer are maximum. A magnetic recording medium having a ratio (Rp / Rz) with a mountain height Rp of 0.25 or more and 1.00 or less. A magnetic recording / playback device including this magnetic recording medium.
