PROBLEM TO BE SOLVED: To provide an electric displacement material having a reduced driving voltage and its applied technology. SOLUTION: An ionic liquid having a negative ion transport number of 0.4 or more at 25°C, or an ionic interface having a negative ion transport number of 0.2 or more at 25°C is added to a gel polymer material. An electro-displacement material to which an activator is added is placed between the first electrode and the second electrode to manufacture an optical element. In this optical element, the level of the applied voltage that deforms the electro-displacement material is reduced, and the application of the reduced voltage forms a light scatterer on the surface of the first electrode or the second electrode.
