abstract | PROBLEM TO BE SOLVED: To provide a method for producing an electrolyte layer capable of forming a functional inorganic membrane on only one surface of an ion-exchange polymer membrane while suppressing damage to the ion-exchange polymer membrane. In manufacturing an electrolyte membrane (4) including an ion-exchangeable polymer membrane (16) and a functional inorganic membrane (17) arranged only on one surface thereof, the ion-exchangeable polymer membrane (16) and a frame-shaped jig (20). And the ion-exchangeable polymer film 16 is held by the frame-shaped jig 20, and the ion-exchangeable polymer film 16 is dipped and held in a metal ion solution of the element forming the functional inorganic film 17, The functional inorganic film 17 is formed on the surface of the exchangeable polymer film 16, and in the above dipping, the surface on one side of the ion exchangeable polymer film 16 and the metal ion solution are brought into contact with each other to form the ion exchangeable polymer film.
