SOLUTION: A solid electrolytic capacitor 1 includes a capacitor element 2 having an anode foil 2a on which an oxide film 2b is formed, a cathode foil 2c, and a separator 2d, a solid electrolyte layer 20 formed on the capacitor element 2, The solid electrolyte layer 20 is provided with a water-soluble polymer solution 30 introduced so as to surround the solid electrolyte layer 20, and the solid electrolyte layer 20 is configured to include a particulate conductive polymer compound 2e and a first water-soluble compound 2f1. ..
