PROBLEM TO BE SOLVED: To provide a surface treating agent which imparts excellent water and oil repellency to a substrate such as fiber. A fluorine-containing polymer having (A) a repeating unit derived from a fluorine-containing monomer (A1) and a repeating unit derived from a non-fluorine-containing monomer (A2) having a hydrocarbon group, and ( B) A surface treatment agent containing a liquid medium.
