abstract An object is to improve the activity of a photocatalyst. A photocatalyst (20) comprises porous silica (10) having pores (11) having a diameter serving as a template for a quantum dot having a diameter at which a quantum size effect occurs, and quantum dots inserted into the pores (11). The catalyst material includes a titanium oxide 12a (first portion) and a titanium oxide 12b (second portion) made of nanoparticles that are in contact with the titanium oxide 12a and protrude outside the pores 11. Such a photocatalyst 20 includes, for example, a step of putting a porous silica 10 having pores having a diameter serving as a template of a quantum dot having a diameter at which a quantum size effect occurs into a container, and adding a precursor of the photocatalytic material to the container. The photocatalyst can be produced by a method for producing a photocatalyst comprising a step of injecting and a step of drying the inside of the container into which the precursor has been injected under reduced pressure.
