A method for activating the surface of a metal and metal oxide melt, such as a self-passivating metal, is provided. A method for activating a surface of a metal and metal oxide melt, such as a self-passivating metal, performed using a composition containing a fluoroanion. An electrochemical cell using an aluminum-containing anode material and a fluoroanion-containing electrolyte, characterized by high efficiency, low corrosiveness, and optionally mechanical or electrochemical rechargeability. Fusing the self-passivating metal at relatively low temperatures and ambient atmosphere (welding, soldering, etc.), and electrodepositing the metal on the self-passivating metal using a metal oxide source.
