abstract An object of the present invention is to provide a test socket capable of providing higher test efficiency and a test apparatus having the test socket. A test socket includes a circuit board having a bypass circuit and test pins. The circuit board includes a core dielectric layer, a power plane, and a ground plane. The core dielectric layer has a first surface and a second surface opposite the first surface. A power plane is located on the first surface of the core dielectric layer, and the power plane is electrically connected to the bypass circuit. The ground plane is located on the second surface of the core dielectric layer. The test pins penetrate the circuit board, two ends of each test pin project out of the circuit board, a first group of test pins is electrically connected to the power plane, and a second group of test pins is Electrically isolated from power planes.
