A scale-inhibiting component having an appropriate concentration is eluted in water necessary for steam generation over a long period of time, thereby suppressing scale accumulation in a vaporization chamber. SOLUTION: A heater 7, a vaporization chamber 6 heated by the heater 7, a tank 5 for storing water supplied to the vaporization chamber 6, a flow path portion 9 for communicating the tank 5 and the vaporization chamber 6, and a tank 5 and a scale inhibitor 12 that elutes into water supplied to the vaporization chamber 6, and the scale inhibitor 12 includes at least an acrylic acid polymer or an acrylic acid polymer modified product. With this configuration, the acrylic acid polymer or the modified acrylic acid polymer has good solubility in water, but since it is a polymer, the diffusion rate in water is not large. Thereby, the scale inhibitor 12 can elute the scale inhibitor component having an appropriate concentration in water necessary for steam generation for a long time, and can suppress segregation and deposition of scale on the inner surface of the vaporization chamber.
