abstract It is an object of the present invention to provide a chlorine concentration measuring device capable of improving measurement accuracy and a water meter equipped with the chlorine concentration measuring device. A chlorine concentration measuring device 10 includes a first electrode 11 and the potential difference V 12 between the second electrode 12 a potential difference V 13 between the first electrode 11 and the third electrode 13 is measured, the potential difference V 12, calculating the free residual chlorine concentration based on V 13. The first electrode 11, the second electrode 12, and the third electrode 13 are configured such that the electrode potential changes with respect to the free residual chlorine concentration and the hydrogen ion concentration are different, and the electrode potential changes with respect to other potential change factors approximate each other. The ratio of the change rate of the potential difference based on the hydrogen ion concentration to the change rate of the potential difference based on the free residual chlorine concentration between the first electrode 11 and the third electrode 13 is the first electrode 11 and the second electrode 12. Is different from the ratio of the rate of change in potential difference based on hydrogen ion concentration to the rate of change in potential difference based on free residual chlorine concentration.
