[Solution] In a stirring and mixing method in which a raw material containing water, an adhesive, and a wetting agent is stirred and mixed, vibration in which stirring and mixing is performed by reciprocating the stirring body 21 (arrow b) in a flow path for continuously conveying the mixture.
