abstract | Provided is a blocked isocyanate composition which is excellent in long-term storage stability when used as an aqueous dispersion and excellent in cohesiveness during wastewater treatment of the aqueous dispersion. A blocked isocyanate composition comprises a blocked isocyanate obtained by a reaction of an isocyanate component, a hydrophilic compound and a blocking agent, a poly (oxyalkylene) alkyl ether phosphoric acid, and an ionic surfactant.
