abstract [PROBLEMS] To provide a shell processing apparatus and a shell processing method capable of processing a large amount of shells and capable of removing foreign matter reliably and easily. A shell processing apparatus 1 stores a processing target including shells in a tank 30, and stirs while heating to a predetermined temperature range under reduced pressure, and decomposes organic components of shells using microorganisms. A reduced-pressure fermenter / dryer 3 for obtaining a reduced-volume dried product, and a vibrating sieving machine 5 for sifting the dried product obtained by the reduced-pressure fermenter / dryer 3 into fine granules and larger granules. The fine-grained matter is stored in the storage container 61 and the large-grained matter is charged into the tank 30, so that the reduced-pressure fermentation drying process on the large-grained matter by the reduced-pressure fermentation drying apparatus 3 is performed again.
