A secondary carbon containing a modified carbon material and a binder, wherein a part of carbon of the modified carbon material is substituted with one or more substitution elements selected from the group consisting of nitrogen, sulfur and boron An inorganic particle binder for a battery, wherein a substitution ratio of a substitution element in a modified carbon material is 0.001 to 10 mol%, and the modified carbon material has a partial graphite structure.
