abstract An optical element capable of reducing a threshold of light intensity necessary to change the orientation of a photoresponsive composition, a method of manufacturing the optical element, and a method of driving the optical element are provided. A photoresponsive composition (15) includes a substrate (12) having electrodes (18, 19) and a photoresponsive composition (15), and the photoresponsive composition (15) contains a photoresponsive substance (13) and an anisotropic molecule (14). The electrodes 18 and 19 are set such that an electric field can be applied to the photoresponsive composition 15 so that the anisotropic molecules 14 do not substantially cause a change in molecular orientation.
