An object of the present invention is to provide an oil-in-water cosmetic for eyelashes that has high water resistance, curling effect and durability of curling effect, and can be easily removed only with warm water without using a dedicated remover. (A-1) An emulsion of a copolymer of an ethylenically unsaturated carboxylic acid monomer and a styrene monomer (A) 1 to 40% by mass (based on solid content) of a film-forming polymer emulsion, (B) HLB An oil-in-water eyelash cosmetic comprising 0.1 to 10% by mass of a nonionic surfactant having a value of 6 to 12 and (C) 1 to 40% by mass of a wax.
