A method for preparing a composition useful for the treatment of a lower urinary tract disease or condition comprising heparinoid, an immediate action anesthetic, and a buffer. A) preparing the heparinoid as a solid or aqueous liquid in an amount of 100 to 250,000 units per unit dose, or 0.5 mg to 1250 mg per unit dose; and (b) 5 mg per unit dose. Providing an immediate-acting anesthetic as a solid or aqueous liquid in an amount of ˜1000 mg; (c) combining the heparinoid and the immediate-acting anesthetic; (d) the heparinoid of step (c) And the combination of the immediate acting anesthetic to a pH value greater than 6.8 and up to 8.3 by addition of a phosphate buffer and a base selected from the group consisting of sodium hydroxide and potassium hydroxide.
