Medical and veterinary light irradiation of a therapeutic compound is a solution retainer suitable for holding a therapeutic solution to a user's tissue; a fiber optic cable; A light source provided to the optical fiber cable; and an optical termination of the optical fiber cable for irradiating the therapeutic solution with the light. The formulation comprises an oxidizing agent; a therapeutic solution having an initial therapeutic effect; and light of a predetermined wavelength that enhances the initial therapeutic effect of the solution by synergistic reaction with the oxidizing agent.
