abstract | An image forming apparatus capable of achieving both prevention of occurrence of fog and maintenance of cleaning performance by a cleaning member is provided. An image forming apparatus includes an image carrier 13, a developing device 11, and a cleaning member 27. The image carrier 13 has a conductive substrate 311 having a rough surface 313 and a photosensitive layer 315 provided on the rough surface 313. On the surface 13s of the image carrier 13, a convex portion P1 corresponding to the convex portion formed on the rough surface 313 and a concave portion P2 corresponding to the concave portion formed on the rough surface 313 are formed. Arithmetic mean roughness Ra of the surface 13s of the image carrier 13 is 40 nm or more and 65 nm or less. The image forming apparatus further includes a developer. The toner contained in the developer contains a plurality of toner particles. The toner particles each contain a plurality of resin particles as an external additive. The blocking ratio of the resin particles is 15% by mass or more and 40% by mass or less. The number average primary particle diameter of the resin particles is 50 nm or more and 70 nm or less.
