A primer composition comprising (A) an organotitanium compound, (B) an organopolysiloxane resin having a three-dimensional network structure containing at least two types of structural units in the molecule, and (C) a solvent, (A) The organic titanium compound has an average composition formula (I): Ti (OR 1 ) 4-a (Y 3 Si-AO-CO-CH = C (O) R) a (I) (In the formula, R is a substituted or unsubstituted monovalent hydrocarbon group having 1 to 12 carbon atoms, R 1 is a substituted or unsubstituted monovalent hydrocarbon group having 1 to 12 carbon atoms, and A is carbon. And an organopolysiloxane resin represented by (B) above, wherein Y is a hydrolyzable group, a is a number satisfying 0.1 ≦ a ≦ 2.
