abstract A substrate with a reflecting member including a reflecting member reflects laser light emitted from a semiconductor laser on a reflecting surface of the reflecting member. However, the reflecting member cannot reflect all of the laser beam, and a part of the laser beam is absorbed in the reflecting member. The absorbed light generates heat in the reflecting member, and the heat causes thermal expansion of the reflecting member, causing thermal deformation of the reflecting surface. In a substrate with a reflecting member provided with a reflecting member 103 on a substrate 102, a first step 120a and a second step 120c are formed on the substrate 102, and the reflecting member 103 includes a first step 120a and a first step. Provided is a substrate with a reflective portion material capable of efficiently releasing heat of the reflective member 103 to the substrate 102 side by covering and fixing at least a part of the two step portions 120c.
