A piezoelectric layer can be uniformly formed in the in-plane direction on a substrate having a large area, and can be preferentially oriented in a (100) plane, and crystallized regardless of the state of the underlying layer. A piezoelectric element and a piezoelectric element application device capable of suppressing the deterioration of piezoelectric characteristics by maintaining the orientation of the piezoelectric element are provided.
