The present invention provides a novel topical biophotonic composition useful for photochemotherapy for the treatment of skin diseases, wounds, etc. and for skin rejuvenation. A biophotonic composition for topical application to a target tissue, the composition comprising a first xanthene dye and a second xanthene dye, wherein the first xanthene dye is the second xanthene dye. The first and second xanthene dyes in the composition at a concentration of about 0.001 to 0.5% by weight of the composition. Biophotonic composition present. The combination of the first xanthene dye and the second xanthene dye is preferably a combination of eosin Y and fluorescein, eosin Y and rose bengal, or a combination of fluorescein and rose bengal. By photochemotherapy using the composition, collagen formation, angiogenesis, tissue repair and the like can be promoted to achieve treatment of skin diseases, wounds, etc. and skin rejuvenation.
