A substrate layer having a first surface and an opposite second surface and including an elastic material, and a fiber layer including a fiber material deposited on the first surface of the substrate layer. An elastic laminate having a fusion part where the elastic material and the fiber material are fused to each other. For example, the raw material liquid is electrospun to produce a fiber material containing a solvent, and is formed on the first surface of the base material layer.
