abstract Disclosed is a resin-coated metal plate that is excellent in formability, corrosion resistance, and general-purpose material properties, and has excellent retort resistance when formed into a can. SOLUTION: At least one surface of a metal material has a resin coating layer made of an unstretched thermoplastic polyester resin, and the resin coating layer emits linearly polarized laser light on the interface side with the metal material. The resin coating layer has a region where the half-value width of the Raman shift peak of the thermoplastic polyester resin caused by Cā•O stretching vibration in the vicinity of 1730 cm āˆ’1 in the laser Raman spectroscopy used is 20 to 24 cm āˆ’1. A thermoplastic polyester resin-coated metal sheet having a region in which the half-value width of the Raman shift peak is 14 to 18 cm āˆ’1 on the surface side. A coated metal plate, wherein the thermoplastic polyester resin layer is a single layer or a multilayer, and the layer constituting the surface of the resin layer is composed of a polyethylene plate containing 5 mol% or less of isophthalic acid as a copolymerization component.
