The upper layer film 4 has a carbon black content X of 13% by volume or less with respect to the remaining volume excluding the non-oxide ceramic particles in the upper layer film 4, and the non-oxide ceramic particle content is 0.8 to 10% by volume, carbon black content Y in the lower layer film 3 is 18% by volume or less, the lightness L * t of the steel plate with the upper layer film 4 is 25 or less, and the upper layer film 4 The lightness L * b of the steel plate in the state after peeling off is 35 or less, and the film thickness of the upper film 4 is 3 μm or more.
