abstract It is possible to suppress a decrease in the detection frequency of a decrease in insulation resistance. When common voltage Vcn varies (S110), detection of a decrease in insulation resistance is prohibited and a self-diagnosis switch is turned on to stabilize the voltage of the coupling capacitor early (S120, S130). When the common voltage Vcn does not change after the diagnostic switch is turned on (S140), the self-diagnostic switch is turned off to permit detection of a decrease in insulation resistance (S160, S170). As a result, it is possible to further shorten the time required from when detection of a decrease in insulation resistance is permitted until it is permitted, and to suppress a decrease in the frequency of detecting a decrease in insulation resistance.
