abstract A flame retardant resin that does not use a halogen compound and does not contain a heavy metal compound as an impurity, can maintain an excellent flame retardance equal to or higher than that of a conventional product, and can suppress appearance defects when wet. Provided is a composition comprising at least one of acrylic resin emulsion, styrene-butadiene resin emulsion, urethane resin emulsion (a), ammonium polyphosphate (b), and solid content of resin emulsion (a). It contains a water-absorbing porous material (c) having a specific surface area of 1 to 30 parts by weight with respect to 100 parts by weight of 300 m 2 / g or more and a 30% aqueous dispersion viscosity of 3,000 mPa ยท s or less.
