abstract A floor decorative sheet and a floor decorative material having excellent scratch resistance under high load conditions without deteriorating impact resistance and contamination resistance are provided. A floor decorative sheet comprising a base sheet, a transparent resin layer, a primer layer, and a surface protective layer, wherein (1) the transparent resin layer contains a polyolefin resin and has a thickness of 150 μm. Less than, laminated on the lower layer of the surface protective layer, and has a Martens hardness of 20 N / mm 2 or more. (2) The surface protective layer has a layer thickness of 15 to 40 μm and a Martens hardness.
