abstract | The present invention provides a phenolic resin foam plate having excellent heat insulation and surface dimensional stability. A phenolic resin foam plate containing a halogenated unsaturated hydrocarbon, wherein the formula (1): 0.8 ≦ AR ave ≦ 1.5 and the formula (2): (AR max −AR ave ) / AR A phenolic resin foam board characterized by satisfying ave > 0.18. Here, AR ave divides the cross section of the phenolic resin foam plate in the thickness direction into five regions in the thickness direction, and the center of each of the five regions and both ends of the five regions. The average aspect ratio of the bubbles was measured at seven locations on the surface layer of each of the two regions, and an arithmetic average value was shown. AR max represents the maximum value among the average aspect ratios at each of the seven locations. The aspect ratio indicates a value determined by [bubble diameter in the thickness direction (μm)] / [bubble diameter in the direction orthogonal to the thickness direction (μm)].
