The present invention provides a reactive surfactant composition for emulsion polymerization that can reduce the particle size of a polymer emulsion and can reduce the amount of the reactive surfactant composition to be used. A reactive surfactant composition for emulsion polymerization comprising a reactive anionic surfactant (component A) represented by the following formula (1), wherein the component A satisfies the following requirement R. (In the formula, AO is an alkyleneoxy group having 3 to 18 carbon atoms, EO is an ethyleneoxy group, p is an integer of 1 to 15, m ′ is an integer of 0 or more, n ′ is an integer of 0 or more, and M + is A hydrogen ion or a cation is shown, and plural kinds of AO may be mixed.) Requirement R: AO is an average added mole number m of 1 to 50, and EO average added mole number n is 0 to 200.
