abstract Even if a developer is stored in a developing device without a seal member or a preset case with a relatively simple structure, the developer carrying member is not transported until it is shipped. Provided are a developing device, a process cartridge, and an image forming apparatus that are less likely to cause a problem that toner adheres to the surface, and that a defect such as an image density defect is less likely to occur in a development process after arrival. At the time of shipment, an anti-sticking agent K, which is harder to fix to the surface of the developing roller 23a (developer carrier) than the toner T, is detachably applied to the surface of the developing roller 23a.
