PROBLEM TO BE SOLVED: To provide a novel hydrogen-containing liquid aqueous cosmetic having a long-lasting dissolved hydrogen concentration that far exceeds the prior art despite its low viscosity. When an impingement portion formed so that a plurality of circumferential ridges and high-velocity valleys are alternately connected to the outer peripheral surface is supplied to the collision portion in the form of a multiphase flow with hydrogen gas. Hydrogen can be efficiently pulverized, and hydrogen gas can be held in a large amount and stably in the form of hydrogen fine bubbles in the cosmetic main body composition having a low viscosity.
