[PROBLEMS] To prevent elution into water while exhibiting physical properties of a metal oxide as a base material (ultraviolet ray shielding ability, chemical stability due to being an inorganic material (not an organic compound), etc.). There has been a demand for a surface-treated powder that can be used. The surface-treated powder according to the present invention is obtained by coating at least one metal oxide selected from zinc, titanium, silicon, and aluminum with a hydrophobizing agent and a polyether-modified silicone having an HLB of 8 or more. The water-dispersible cosmetic composition according to the present invention comprises the surface-treated powder according to the present invention and a copolymer having a sulfur atom in the molecular skeleton.
