[MEANS FOR SOLVING PROBLEMS] A retention part for obtaining a treated water by greatly growing a precipitate which is insoluble in raw water, and a downstream part connected to the retention part and for obtaining purified water by separating the precipitate from the treated water A water treatment device having at least a flow rate adjusting unit, wherein the staying unit includes an inflow means for raw water, and the flow rate adjusting unit is a flow rate adjusting unit arranged separately from the precipitation removing unit and the inlet of the flow rate adjusting unit. A water treatment apparatus comprising a purified water discharge means as an outlet, wherein the flow rate of treated water passing through the inlet of the flow rate adjusting unit is faster than the flow rate of purified water passing through the outlet of the flow rate adjusting unit.
