abstract | Kind Code: A1 The present invention relates to a silicon particle whose surface silicon is carbon-terminated and capable of obtaining a desired emission color in a wide region from visible to near infrared and capable of emitting light with high efficiency. A manufacturing method and luminescent silicon particles are provided. A porous silicon forming step of chemically etching a silicon raw material with an aqueous solution containing hydrofluoric acid and an oxidizing agent to form porous silicon, and immersing the obtained porous silicon in an organic solvent. An organic group-terminated silicon particle forming step of obtaining silicon particles having a surface terminated with a monovalent organic group containing carbon atoms by irradiating an ultraviolet pulse laser having a wavelength of 323 nm or less while stirring the organic solvent.
